Dear Dr. Hill:

This letter is to reaffirm to you that the test protocol utilized in tests conducted for you in May and June of 2005 was designed to determine whether or not the use of your product in diesel fuel increased selected toxic species in diesel exhaust. As a result of these tests, it was determined that the use of your additive at the treat rates investigated, did not significantly increase the toxic emissions under investigation.

This product was limited to a cold- and three hot-start transient emissions test sequence with an untreated base fuel (both before and after tests with treated fuel) and with each of two treated blends of the same base fuel and your product (each at a different treat rate). This protocol is not considered rigorous enough to determine significant differences in the regulated exhaust emissions (HC, CO, NOx, and particulate) from diesel engines operating on different fuels as required by the state programs in California and Texas. Protocols addressing the significance of differences in regulated exhaust emissions from an engine operating on two fuels usually entail multiple cold- and/or hot-start transient tests over several days of testing with both fuels in question.
